SCTC maintains a reserve of high-quality, liquid assets (the “Reserve”) having an aggregate market value expressed in U.S. dollars, as of 5:00 pm New York time on each day the Federal Reserve Bank of New York is open (a “Business Day”), at least equal to the number of then outstanding RLUSD multiplied by one (1) U.S. dollar. The purpose of the Reserve is to provide U.S. dollars to satisfy RLUSD redemptions. Subject to Applicable Law, SCTC shall maintain the Reserve in accounts that are segregated from SCTC’s other assets, at depository institutions and securities custodians, as applicable, in one or more of the following asset classes: (a) U.S. Treasury bills three months or less from their respective maturities; (b) reverse repurchase agreements fully collateralized by U.S. Treasury bills, notes, and/or bonds on an overnight basis; (c) U.S. government money-market funds; and (d) deposit accounts.

Ripple USD is a USD denominated stablecoin created with trust, liquidity, and compliance at its core. Each RLUSD is backed by at least an equivalent amount of U.S. dollars and other cash equivalents. RLUSD is purpose-built for cross-border payments and delivers reliable access to digital dollars.

Ripple retains the rights to fork at will.

NYDFS - New York State Department of Financial Services

Sending RLUSD to another blockchain address automatically transfers and assigns to that holder, and any subsequent holder, the right to redeem RLUSD for an equivalent amount of U.S. dollars from Ripple so long as the holder of such RLUSD is eligible to, and does, become a Customer.

Reserve assets will be placed in segregated structures and will not commingle such assets with its own funds.

The Ripple USD Reserve is kept in a combination of cash and cash equivalents. Each RLUSD token is backed 1:1 by the reserve. Reserve assets can be the following: cash, cash equivalents, and Short-term United States Treasury Bills.

Ripple, via SCTC, will perform mint and burn operations to manage the supply of the stablecoin. The stablecoin will be made available to Direct Customers (exchanges, market makers and other onboarded institutional customers). Indirect Customers (retail users) will be able to trade and acquire the stablecoin on exchanges and other Ripple Direct Customers, but they will not be able to obtain Ripple USD directly from Ripple.

The Ripple USD stablecoin will have monthly attestations conducted by a third-party auditor. These reports will provide information on the amount of RLUSD minted and burned in the given month, the circulating supply of RLUSD, and details on the Ripple USD Reserve. Ripple will maintain a transparency webpage that will be updated regularly to provide the latest information on the circulating supply and the reserve.
