The entire structure is overseen by an independent security trustee that has step-in rights on every single secured account; they can seize the accounts and assets on behalf of lenders if asked or required. Every bank and custodian is aware of the arrangement and has been served notices of assignments instructing them to take instructions only from the Security Trustee in the event the receive an enforcement notice.
